Now that all the building blocks are in place to create a European spectrum policy, which should be completed by September, attention is turning to the detail of that policy. One controversial long-term aim floated this month by Roberto Viola, the chairman of the RSPG, is the scrapping of data roaming charges to boost what he called the European "mobile broadband space".
