O2’s spectrum refarming appeal could set legal precedent

The decision by O2, acting independently of the UK's other mobile operators, to appeal to the Competition Appeals Tribunal (CAT) in an attempt to get immediate permission to refarm its 900 MHz spectrum appears to have put both regulator Ofcom and the new coalition government on the back foot.
